I'm not running production snort on RHEL6, but I see libpcap-devel-1.0.0-6.20091201git117cb5.el6.x86_64. On 32-bit x86, maybe the -devel is only for .i386 not .i686? But you're probably still better off compiling 1.1.1, as on RHEL5.
