Man, I'm an idiot sometimes. Was unzipping it and it was just a "opensource" file with no extension. So, I didn't even 
think about untar. 

Anyway, is there going to be a direct link to where we can download this file from through CLI? We heavily use this 
file since we are an integrator and our customers look at it constantly.

Try un-tarring the file. You will get all the rule documents in one directory named "signatures".
