The rules files *should* be in /usr/local/share/snort unless you did a
custom install, and that path should be specified in snort.conf (var
RULE_PATH /usr/local/share/snort), which *should* be in /usr/local/etc

I have no idea what .snortrc is.  Sounds like you haven't configured
snort.conf yet.
