looking for OCI clues

I want to build snort to run on Solaris and Linux, and log to a distant Oracle 9i db. All build instructions seem to require a local installation of Oracle to #include from and link against, and upon further stone-turning, it seems that OCI is really what's required. I can't find OCI libraries or client libs anywhere on the OTN @ oracle.com, and I really want the answer to be something other than install a whole Oracle on whichever machine I need to build on. Has anyone done this? Put together only the bits of Oracle that are required to build and run snort on platform X? Where X=(Linux|Solaris) specifically, in this case.
