It seems that there's been a cleanup in the signatures. In my config (updated Aug27) the active rules are now ~300 less 
than a week ago (Aug21).
A closer look reveals this:
 
-rw-r--r--    1 1002     1002            0 Aug 25 22:40 web-attacks.rules
-rw-r--r--    1 1002     1002            0 Aug 25 22:40 web-cgi.rules
