SandStorm just released version 2.0 of PhoneSweep with new and improved
features.  Doesn't look like they have plans to quit yet! ;~)

I have used both a little bit.  PhoneSweep has a GUI and ToneLoc is menu
driven.  I remember running into some bugs with PhoneSweep, and I think, I
remember hearing that there wasn't going to be any further development on
PhoneSweep.
