I usually point people to a post I wrote one and a half year ago:

Keep in mind that some things changed since then. If I recall correctly,
the TODO file doesn't have the "Done" line anymore and some issues are
now tracked on GitHub:

There's also secwiki.org which covers some Nmap documentation, including
"Script ideas" page:
