As my first script and as a starting point i have decided to develop the
script based on IP-conflict idea given in
https://secwiki.org/w/Nmap/Script_Ideas#ip-conflict

In this script we cant scan the host the usual way and get the MAC
addresses as of conflicting host by host.mac_addr as the nmap scan will
scan for only one host of the conflicting IP . I plan to use the
Connect-Style network I/O to send ARP and ND queries for IPv4 and IPv6
respectively (still studying IPv6). then push all the data into a table
and
commpare the MAC addresses which will indeed point out the IP-Conflict
scenerio .

You have the right general idea. Connect-style I/O will not work in this
case because you are not making a TCP or UDP connection. You have to use
raw packet I/O.

I removed the script idea from the ideas page; I added it in the first
place but I don't know why and I now don't think it would be very
useful. This idea is one that I will definitely accept:
