The way it is written currently, command-line args trump file args, and I
think this is how it should be. Command line is easier to change, and more
obvious/readily observable, so it makes sense that the file would hold
"default"-type values.

separate option. Also, we should treat newline (outside of quotes) the
same as commas so that every line doesn't have to end in a comma.

We should also decide which side "wins" in case the command line and an
args-file specify the same argument.
