Dirk,
Thank you for the list of things to install. It came in very handy. 

I managed to finally get ncat compiled after installing libpcap0.8-dev and libssl-dev (I had installed that on the 
first box I was trying on but hadn't done on the second)
I already had libpcap0.8 installed and I was able to compile w/ my older gcc 3.3. 

Thank you Dirk and Kris for your suggestions. The program seems to run as advertised! I look forward to playing around 
with it.

Try 'sudo apt-get install libpcap0.8-dev' instead. I remember having 
problems with the 'libpcap-dev' package, too.

Here is my configuration, and is working fine to me:
libpcap0.8                            0.9.8-5
libpcap0.8-dev                        0.9.8-5
libssl-dev                            0.9.8g-12
gcc-4.3                               4.3.1-6

The above config works for me as well.
