So I have started to have to use windows.  I use Cygwin and have
installed nmap.exe under /usr/bin, but it does not appear that the
nmap.exe honors the NMAPDIR environment variable and does not look
for the nmap-services file in /usr/share/nmap/ or  /usr/local/

Cygwin is an emulation layer. Those paths are only understood by
programs that link against cygwin.

I know that...  this is what I get for emailing before caffeine...  I
am better than that.

I'll go back to hacking on *nix and leave the windows stuff to
more... sadistic people. ;)
