Adding to Heasley’s comments here. You can transfer via SSH based methods and increase speeds using this command as of 
IOS XR 7.1.x+

ssh server tcp-window-scale

set the tcp default mss higher
use rcpd
remove unnecessary whitespace; ios parser is slow as are the bits behind it
remove comments
