Wrong. CIDR hierarchy (available within ASes) has strong correlation to network topology that locations below certain hierarchy are strongly connected, which is why, from out side of the locations, packets may be routed only looking at that levels of hierarchy. OTOH, hierarchy of domain name represents organizational structure with weak relationship to topology. No internal connection can be expected and it is not useful for proxy routing.
