To be fair, there are some folks who operate national or global big-I Internet IP networks that do guarantee QoS as long as you stay on their network. Most of them operate an MPLS, too, no surprise. Sprintlink is one that I know of.
They tend to be on the expensive side when it comes to IP service. -- Brandon Martin
