A support call to an end-user serving ISP takes how long to ROI? That wouldn't make sense.

Why would the provider want to do anything? They suuport (make money from) their cudtomers. And the more traffic the 
send/receive, the more money the providers make. 

Wouldn't surprise me if the providers were selling access to their customers networks to the botherders so they could 
make money from both ends.
