No. See RFC 952

In the case of URIs, RFC 2396 (circa 1998) seems to allow for it,
if I read the ABNF for 'hostname' right in section 3.2.2.

But that's the only place I see it.

Concur, unhappily.  And at this point, we are *definitely* out-of-scope
for NANOG.  :-)
