Isn't that what one iteration of IXP-NSP in Japan was? I seem to recall that they talked about it a lot, back when MPLS was still trendy, but I haven't heard word one about it for many years since.

is supposed to be a MPLS to MPLS exchange with some tailoring for H. 323 (and maybe SIP/RTP) video transport.
