It *seems* (I do not know them in detail) that Robtex <http://www.robtex.com/>, AS 48285, is dedicated to measurements, not to IP transit. If so, it makes sense for them to accept everything. If I'm right, it means Cyclops was wrong to have a monitor in an AS which is not a "real" operator.
