There is, as Joe Abley mentioned, a definition of authorization in routing registries. But the definition of "certified" still becomes problematic/controverial at times. crypt-pw? pgpkey? X.509 certs? singly rooted PKI? etc. Another problem is the scope of "dynamic" - would daily changes to the IRR database from which you construct a filter list nightly satisfy as being "dynamic" enough? --Sandy
