Word from Global Crossing is that this is a "catastrophic" level cut.
Multiple OCXX circuits affected, most likely multiple carrier.  Any other
providers have confirmed circuits down yet?  Global ticket number with GX is
908189.

was cut?  Their NOC said they wouldn't know
