NANOG is supposed to be for North American Network Operators - can't the
owner remove posting privileges for Hank (since he meets neither of the 
criteria)?

    and Merit is supported by the NSF
            and the NSF is supported by the U.S. Government
                    and the U.S. Government is supported by U.S. taxpayers...

This makes NANOG conversations about Internet Governance
topics subject to the Ex-Parte rules of the U.S. Government.
