The above link provides a detailed analysis of the tools referred to in the JAR. Of course it would be rare indeed to 
be able to infer that a particular actor used some tool unambiguously. But the evidence of what was done and how 
seems pretty darn strong.

This is the so-called "attribution problem" of cyberwarfare.

What I think the debate about accurate attribution is missing, however, is that these events happened - even if we 
can never attribute them reliably.

That's a big gap. Unattributable acts of cyberwarfare are real, and also very important.

If it wasn't Russia (and apparently we haven't seen reliable-enough evidence), then it is not credible (except to 
crazies) that the DNC hacked itself. Maybe it was Assange's supporters? Would it be better if the US Election was 
tampered with by Assange?

Personally, the fundamental point, which should not be missed, is that this was a serious operation, not a trivial 
one. And its effect was serious.

Attribution is a secondary issue. Somweone interfered with a US election and wanted Trump to win.
