Yes, but the claim is that lies are being told AND that leaks are occurring (and presumably the claim is also that what's being leaked are ALL lies). I would take the definition of a leak to be that it's an unauthorized release of *factual* information. If, for example, you know that the Secretary of State punched the Secretary of Health and Human Services, you would be leaking it if, as a staff member, you were under orders not to disclose any discord in the Cabinet. If you made something up, and told it to a reporter, it would absolutely be a lie, but it feels like it would be something other than a leak... it wasn't something you disclosed that was factual, yet not intended for an outside audience. When I read the original post I was reminded of "kettle logic:" https://en.wikipedia.org/wiki/Kettle_logic And this whole situation reminds me a lof ot Christopher "Thank You For Smoking" Buckley's less famous "The White House Mess," which is still an amusing read, though far less zany than actual events are turning out to be.
