I can tell you what will be done with at least SOME of the $700B: it will be stolen. Actually it will probably be "misappropriated," with some portion of it going to benefit the cronies of whatever agency or individuals are in charge of allocating that money. The imponderable sum of $700 billion is greater than any king's ransom, and I am absolutely certain, human nature being what it is, that someone, somewhere, is right at this moment trying to figure out how they're going to get their hands on some healthy portion of this money. Eighteen billion dollars went missing when the U.S. invaded Iraq, some of it toted off across the desert in sacks.
