Perhaps it has been too long since I looked at the specifications, but I seem to recall that the RST packet is defined in the TCP specification and that TCP is not part of the *network* layer. This makes it rather hard for me to believe that an RST packet can be an announcement by the *network* of anything whatsoever. Dave: Comcast has not said that they have stopped using RST packets (the word "forged" is not appropriate, because they do not misrepresent their origins; a RST packet is an announcement BY THE NETWORK that a connection has been administratively severed or had an error).
