Just one thought from a family lawyer who is on your list and whose clients
include the very poor:
Making the comment "you're traveling abroad - you can't afford the extra
fee?" would seem rational to make to IPers but, like the poll tax to vote,
creates different burdens on different constituencies.

I ask that the author of the above comment and all those that read and
agreed consider that the very poorest Americans who travel to see relatives across the border several times each year are more heavily burdened in the same way that the very poorest Americans are more heavily burdened by the
new voter ID charges [akin to the old poll tax].
