Dave, Deregulation of phone service pricing in California by the CPUC was, as I recall, specifically predicated on the telcos' promises that price increases would not get out of hand. If the telcos have taken their usual approach to dealing with such promises to regulators and legislators (that is, treating them as inoperative as rapidly as possible) it is completely appropriate that the CPUC re-regulate as per the terms of the deregulation.
