Subject: FW: Board Proposes USF --- Screw the ISP.

 (from cybertelecom)

Scottie Arnett
Next question is are they going to allow other ISP (non-telcos) access to
this funding?

ISPs get totally screwed. The decision doesn't distinguish the ISP as a
separate entity but links everything as Broadband Internet -- ie, that the
connection to the internet and the wire and the speed of the connection make
one product -- an interstate information service.

This is totally contrary to the last 100 years of telecom and the Telecom
act which clearly outlines that the transmission is NOT an information
service --- this is an illegal tying of products.

How can a regulatory agency make law?

More about this in our next FCC Harmful Deregulatory Policy series.
