Qwest got a welcome dose of positive press earlier this year for being an apparently lone holdout in rejecting NSA surveillance proposals unless the relevant legal requirements/forms/warrants were met. It turns out that it's not that Qwest opposes broad surveillance, they apparently welcome it. They just don't want to get caught possibly breaking any laws while enabling it...
