Japan has the same contracts in place here (complete with Early termination fees); however, when Vodafone eschewed logic and introduced a more international version of it's phones to the 3G market in Japan, the Japanese populace still reacted and jumped ship en masse. An insane number (like 20% of their user base IIRC).

Users that are angry enough will still jump ship, regardless of fees.
