The issue isn¹t a ³heated debate between socialistic advocates of "The People's Airwaves" and the capitalist advocates of Radio Spectrum Property Rights² but an outdated and scientifically incorrect perception of spectrum vs. what is quickly becoming technologically feasible: Dynamic spectrum allocation via technological means. Maybe what we need is engineers and scientists commenting on legislatures and legal proceedings.
