I think the core issue here is not the (predictable) reaction of the Bush administration to an issue involving "sexual matters," but, rather, how the
Department of Commerce is going to attempt to influence the process.

Michael Gallagher could ask, as can any person, agency, ngo, etc., to have its views and requests considered. However, as the real owner of the Domain
Name system the DoC could possibly exert political pressure on ICANN. If
this takes place (or has already taken place) then it will give fuel to
those who claim that the Domain Name system can never be objectively
operated while there is any involvement of the US DoC.

The Bush administration is objecting to the creation of a .xxx domain,
saying it has concerns about a virtual red-light district reserved
exclusively for Internet pornography.

Michael Gallagher, assistant secretary at the Commerce Department, has
asked for a hold to be placed on the contract to run the new top-level
domain until the .xxx suffix can receive further scrutiny. The domain
was scheduled to receive final approval Tuesday.
