Those of us in the anti-spam community have been pointing this out for YEARS. 2. A lot of the responsibility for this belongs squarely on the shoulders of those who are being spoofed: eBay and Paypal, in particular, make it so hard to report incidents of this type to them that a lot of people (including me) simply don't bother any more. Compound that with their complete failure to report taking any action (even to the people who have gone the extra mile, jumped through all their hoops, and reported spoofing to them) and it's pretty clear that they just can't be bothered.
