Your analysis suggests that all of those "good new idea things" would have happened without the investors and entrepreneurs. It is my estimation that the lack of any need to control them (assuming no one had invested) would have removed the needs for regulation because there would have been nothing to regulate. And the world would simply now be without them, as well as without the desired regulation. It would be more sensible to recognize that newly disruptive technologies tend to lead to disruptions of social economic structures and then, if they grow into monopolies, require some changes in market regulation, not the other way around. In general, I find the the egg always precedes the chicken;-)... No free thought, no new ideas. Ideas do not generally precede thought. When in historical memory has prior regulation led to creation and advancement of disruptive technologies? And, how might you build prior restraint into a system that holds great value in freedom of speech and thought? So, yes, good try;-)... You have attempted to climb to a higher meta level, but you still have not yet reached a useful meta level. You would only violate some of our most valued social values, and have stopped most all technological progress (which seems to require new free thinking). Perhaps you are thinking (along some lines) that all technological progress is a generally bad thing, as follows from your meta logic. This reminds me of The Destruction of Machines in Erehwon. To control new thinking is to stop new thinking and thus stop all manner of "bothersome or scary new ideas" like the Internet and railroads and auto's aeroplanes and electricity and such! I suggest looking at some of the ideas floating about in the field of what is called "Chaos Theory" which suggests that to prevent new species or prevent new MEMES from being formed is not much of a good thing.
