The bill requires all schools and libraries that accept federal funds to install so-called "blocking" software on all Internet capable computers. The Bush Justice Department will have to defend the bill in court. It's doomed, of course, given the strong precedents of Reno v. ACLU and the Loudoun country library decision of 1998 that deemed such filtering was unconstitutional; that case also was litigated by the ACLU. Welcome to Washington, Mr. Bush... enjoy your four year stay...
