To put this issue is sharper perspective, there is 
actually a bill pending in the U.S. Congress
to require ISPs to check a national database of 
pedophiles before offering service to any new customer
in order to make sure that the customer is not on the list.

Of course, pedophilia and political dissent are very
different matters, but the precedent would nonetheless
be attractive for other government purposes.

1. About the Malaysian Net patrol: Probably first Net patrol in the
world
came from South Korea when they established the Information
Communication
Ethics Committee back in 1995 or 1996. I met the head recently when I
was
there for a conference (fuller report later). Nice guy.

2. From the same issue of TKR news: USA - Man banned from Net for 5
years
(Reuters) A man who pleaded guilty today in an online child
pornography case
will be banned from the Internet for five years by the Manhattan
Supreme
Court. In a plea bargain arrangement, Thomas Baskind will not be
permitted
any computer access to the Internet and his credit card and telephone
bills
will be monitored. Baskind pleaded guilty to two charges, possession
of
child pornography and attempting to distribute pornography to a minor.

Unbelievable. So far, such death penalties have been executed in South
Korea, Australia (March/April 1997) and now USA. The US case seems to
me--with only 30 seconds of reflection--overwrought. I can understand
it
better if it were applied to hackers where barring use of the medium
stops
the reprehensible conduct. But to stop Internet access because the
Internet
was used to distribute child porn is like stopping a guy from taking
airplane flights because he personally carried the porn in his
suitcase on
airplane flights.

      Malaysia - Net patrol (BBC) Police in Malaysia have set up an
      Internet unit to monitor sites and newsgroups which have been
      organising protests against the jailing of the former Deputy
      Prime Minister, Anwar Ibrahim. The national Bernama news agency
      reported that the unit was set up on the instructions of Prime
      Minister Mahathir Mohamad. Its mission was to watch for
      information and messages which could affect public security.

      The president of Mimos tried to reassure users last Friday that
      their privacy would be respected. Tengku Azzman said the
      authorities could not monitor every e-mail that was transmitted
      as it was against the law.

      "The Telecommunications Act provides such privacy and protection

adding
