Text file monitor?

Hello People, I am wondering if any of you know of a tool to monitor and log changes to a specific text file on Win9x/NT OSsÂ’ I have a INI file that is randomly going to 0 Bytes on over 5000 machines and I need to find out exactly when this happens and who/what is being written to the file before this happens.
