Cyanide is very easy to mist. Richard "The Iceman" Kuklinski used it frequently - he acted like he was sneezing while covering his mouth/nose with a handkerchief. During the "sneeze" he would press the aerosol spray. His victims would die immediately of an apparent heart attack.
Same with the water supply attack.... you'd need thousands of gallons entering the watersupply to even make people slightly ill.... it just gets diluted way too quickly...
We've seen it happen accidentally. For example, 1993 Milwaukee Cryptosporidiosis outbreak. 104 accidentally died through contaminated drinking water.
Now.... just the threat of it will cause panic... a water supply attack doesn't have to make folks any more than slightly queezy to be effective as a "terror attack"... people LOVE to panic as people are idiots, that is why just an attempt would have an effect even if not one person even gets slightly dizzy after drinking the water....
I think you have to be careful here. I believe the other attacks were less successful because the proper discipline was not brought to bear on the problem (for a perverted definition of "problem"). Don't underestimate the enemy's resolve, and expect them to make the same mistakes of the past. All of this is history, so it should be no surprise to anyone when it happens again. Its going to be worse if a disciplined, concerted approach is taken. I think it would be wise to learn to get along rather than trying to defend against these attacks. You can't protect every place people gather all the time. Jeff

Why try it again with heightened vigilance surrounding air transportation? I'd expect to see something like cyanide mist deployed around a city and in subway stations during rush hour; or an infectious agent added to the water supply where a water main enters a city. You can't defend against all threats in all places, so its probably best to repair relations and outlaw religion. Spend the money on de-indoctrination so everyone can get along.
