Network 10.0.0.0/8 used to be the old ARPANet, before its address space was reclaimed for use in RFC 1918 private address space. It's long gone. It's not unusual for ISP's to RFC 1918 addresses inside their networks; for example, I notice that my Telstra ADSL connection used to pass through a few 172.16.0.0/16 type addresses. Of course, those wouldn't be reachable across the core of the Internet, or anywhere outside Telstra, basically.
