When Rome was ruled by Populism is when it degenerated into chaos. The mob ruled, and so they got bread and circuses at the expense of an ever more impressed productive class. Eventually, all of Italy was dependent on the provinces, and the Atlases (at the time the Spanish Legions) shrugged when faced with the Germanic hordes.
