Just confirmed this.  And, even though you can enter > 140 chars into the Web form input field, it refuses to give 
you *any* allowance for the reduction in URL size that might result.  I "tweeted" (urgh) that URL about the upcoming 
system management "ultimate rootkit" "proof of concept."  the URL was 68 chars, and, even though you can pretty much 
guarantee that the TinyURL will be 28 char or less, it refused to take even 141 char in the field.  (So, yes, Nick, 
you are correct: the only way to enter a URL that is > 140 char is to reduce it first.)
