It's not clear from his testimony whether the NYPD has the means to disrupt electronic communications for a small group of terrorists without shutting down cell phone service to a large part of Manhattan.
<SNIP> Don't have cell phone service? Then use sat phone. Don't have sat phone service? Then use POTS phone. Don't have POTS phone service? Then use short wave radio. Don't have short wave radio service? Then use ... Unless the plan is to cut all land line phone service and then disrupt the entire RF spectrum, the plan clearly doesn't make sense. Quoting the article: A key observation, Kelly says, was that the attackers seemed more familiar with the hotels they assaulted than the police who were called in to respond. As a result, Kelly says, the NYPD began touring several major New York hotels in early December, "documenting the walkthroughs on video camera, filming entrances and exits, lobbies, unoccupied guest rooms, and banquet halls." The videos will be used as "training tools" for other officers, he says. Okay, that sounds like good advance planning. But how about office buildings, apartment buildings, Lincoln Center, schools, etc.? Just because the terrorists hit hotels the in Mumbai, doesn't mean that would be their primary target in NYC. Proper advance planning would cover all bases, not just the narrow category of "hotels." Again, quoting the article: As a result, Kelly says he has continued to highlight the "urgent need" for better port and maritime security. "We are mindful that the attackers approached Mumbai from the water," his statement reads. I cannot agree more. U.S. port and maritime security is a joke. I would bet that the next major terrorist attack against the U.S. comes shipped in a cargo container. Jon K. - -- Jon R. Kibler Chief Technical Officer Advanced Systems Engineering Technology, Inc.
