I disagree.

I have had NASA criminal investigation folks in some very advanced
security courses I have taught. They are some of the sharpest security
folks I have seen inside or outside of law enforcement (or intelligence,
DoD, etc.).

I'm allowed to kid in such a manner, as a coworker left to become a
"Special Agent, NASA OIG Computer Crimes Division" a couple of years
back.

And yes, he was a sharp guy.
