If NASA can't do it right, what hope is there for "lesser" mortals??
It really isn't rocket science. The major thing it takes is a willingness to not follow the vast herd of lemmings, and that is something in very short supply at government agencies of all sorts. Even something as simple as ditching Windows would have prevented this infection. Using machines not based on x86 CPUs would have added a belt to the suspenders.
