My question:  Can a unique ID number be read on the sly from a Nissan
key fob by someone who has the right kind of reader unit?

If it is as simple as a unique ID number, yes, of course.  Whatever the
reader in a car can do, a similar reader *not* in a car can also do.

Obtaining such a reader may be a bit difficult, but not more difficult
than buying a car and dissecting it. :-)
