They couldn't have been since the process for passing amendments is part of the constitution. And there were actually 12 proposed. One of them wasn't passed until 1992 (that one says that no congressional pay raise can take effect until after an election has taken place. Another one, having to do with the number of representatives in the House changing with shifts in population, was never adopted.
While technically true, in the political realm, not so. In order to get buy-in from the anti-federalists there was little doubt that these amendments (while opposed by the federalists) would be passed. Because the Constitution did have requirements for how it may be amended, this took time.
