The problem, Minner said, seems to be the random-number generators
that telemarketers use.

bzzt, wrong answer.  it's not "random number generators", hahaha (wow,
they think the public is really stupid, don't they).


According to Minner's office, the
Department of Homeland Security placed all the hot line numbers on the
federal government's Do Not Call Registry, which is supposed to ward
off telemarketers.

bingo, here's the culprit.  most people don't realize that the DNC
list is a window of opportunity. until the requisite time period has
lapsed telemarketers are free to call you, thus turning this list into
a "annoy the crap out of me for 3 months" list.

but i'm sure the powers the be are not anxious to admit the DNC is not
only a failure, but actually worsens the telemarketing intrusions for
those who sought relief on it.

man, choice comedy here.  the only thing that's not so funny is how
much you're paying for this incompetence.
