this needs more explanation. there are clear indications that not even republican senators associated with intelligence oversight were fully informed. the briefings today behind closed doors with a larger (but still small subset) of congress is the first time some of these details have been presented to law makers. there are also strong indications that some of the most secret / deep black / highly compartmentalized programs had almost no oversight in congress; the executive and a few DoJ individuals were authorizing some programs while congress was clueless or led to believe they were canceled / did not exist. (remember TIA was never killed, just renamed and classified?) of course, Russell Tice should have had an audience with congress back in December. what the hell are they doing? (and that said, it is also clear some parts of these programs were discussed in bi-partisan environments with nary an objection voiced)
