He's probably talking about how Vista (and Longhorn) will be using IPSec as much as possible. One thing to keep in mind is that it will have to be a pure Windows environment, which will require not only Vista, but also the latest server OS. My guess it will be using Kerberos for IPSec authentication (which is a Microsoft only IPSec authentication method) and Kerberos for user authentication (so there's no need for L2TP and traditional VPNs) and Group Policy using Active Directory to set things up transparently (without users even knowing what's going on).
