Not abosulutely yes.  There are laws that guns must be sold with trigger locks, but none that I know of where they must 
be employed by the owners on an everyday basis (barring regional laws, etc).  This happens weekly, if not more often, 
and I don't see gun owners being hauled off to jail.

Again, the result *I see* is citizens become "criminals" because a law (with supposed good intent) to prevent murders 
seeks to assign more blame that is warranted.  The illegal activity revolves around the illegal act; murder - Not the 
fact the person "owned a gun, and didn't guard it well enough."  Note that "guard it well enough" is subjective and 
therefore different for you, me, and the judge who determines if we're going to jail.  =)

The problem at hand - I think - is *motivation*.  It sounds to me like we're trying to motivate ISPs and even end-users 
into securing their computers.  Using law is certainly a means of motivation, but in these scenarios (the hypothetical 
gun, car, and computer) - is the wrong means.
